The pace bowler has secured 309 Test scalps in 71 appearances with an average of 22.10.
Australia's chief selector Bailey has confirmed that captain Pat Cummins will play a "major part" in this winter's Ashes series.
Speculation had been growing that the 32-year-old might be unavailable due to a stress fracture in his back that remained unresolved.
Previous updates from the Australian camp suggested no official announcement had been made regarding whether he would play, with the Test matches kicking off on the 21st of November in Western Australia.
The selector shared that his recovery is on track and was "optimistic" about the likelihood of taking part.
"It's clear that time is getting short and various factors around that, not just the physical problem, but further aspects," he commented.
"It's positive. There's strong faith that he will feature a key capacity. Ideally it's the first Test. If not, we'll reassess."
Previous Setbacks
The captain missed Australia's limited-overs series against India and New Zealand recently after medical tests showed a lower back issue.
Previous incidents include of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 leading to absences from several home seasons in a short span.
He emphasized he would be proactive in his approach in his comeback strategy to make the squad for the series.
The selector indicated that he did not know if the captain had resumed bowling as part of his comeback but acknowledged it was "becoming urgent" for him to recover fully for the first Test.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will lead the side.
Versatile player Green was recently pulled out from Australia's squad for their limited-overs matches against the Asian giants as a precautionary measure because of soreness in his side.
He labeled it as a "small issue and mentioned that he's scheduled to appear in the domestic first-class competition, so will be "in a good place to deliver overs."
"Considerable effort has gone into creating the schedule for him to take part for the first Test as an batting and bowling option," the selector detailed.
"He was only going to play the first two ODIs regardless. His aggressive style the cricket bat in white-ball cricket, should it hinder progress for 24 more hours, we just made the decision to take a cautious route."
